Paper Trail: Bad mom investigation raises questions child welfare workers won't answer

CLEVELAND, OH (WOIO) -

A 19 Action News investigation raises questions child welfare workers refuse to answer.

Tracie Jarmon used the bitter cold as a weapon to punish her young daughter. Jarmon is accused of making her 5-year-old daughter stand outside in her pajamas in the snow - while barefoot - in 17-degree weather last month.

A Good Samaritan noticed the little girl, and called the cops. Luckily, the child had no lasting damage. 

19 Action News has learned child welfare workers have dealt with Jarmon since 1996. She even threatened to kill one of her children.

Court records show Jarmon has mental health issues and problems with drugs. She has went through counseling, and the county has taken her kids away and given them back.

No kids were taken after the latest incident involving the 5-year-old girl, but 19 Action News confronted the county. The county said the agency overseeing troubled families would not go on camera.    

The latest criminal case for Jarmon is now moving through the court system.
