discussed the Cleveland Star Program (successful transitions-accelerated
reentry. The federal
star reentry targets high risk offenders who face special challenges as they get
ready to reenter the Greater Cleveland community.
It's designed
to help cut down on recidivism rates which currently stand at around
50-percent.
The Star Program is
modeled after the drug courts which makes participation conditional on
completion of several phases of the program.
It requires them to look
for and keep a job, attend drug and alcohol counseling, mental health
counseling, cognitive behavioral therapy and obey the law.
They have to
also remain on supervised release for another six to eighteen months.
All
of this is to make it more possible for ex-offenders to come home, stay home
and stay out of trouble.
