43 Forum: The State of Building Cleveland

CLEVELAND, OH (6/13/10) - Edward Rybka, is a former city council member serving Slavic Village and he has held other city jobs.

He is now Director of the Department of Building and Housing.

Rybka oversees 174 employees and an operating budget of $11 million.

The Department of Building and Housing processes and issues 20,000 construction permits annually and is responsible for the enforcement of housing and building codes. 

He brought with him his deputy Director David Cooper. 

We talked about the most up-to-date number of building permits, over 16-thousand in the city last year. 

We discussed when it is necessary to file for a permit, the kinds of permits available and the need to always filed for a permit when building almost any structure in the city. 

We also talked about the number of blighted and foreclosed properties in the city, how many have been demolished and how much it costs to tear down a house or other structure. 

We also discussed how to request the demolition of a condemned property. 

We talked about housing codes and what should be done to repair them.
