LORAIN, OH (WOIO) -

We've seen it time and time again, a dog found neglected with no collar or tags left to die.

Saturday two Lorain Officers responded to a call for help on 11th Street and Long Avenue.  When the arrived they found a Pit Bull weighing only 30-pounds, its head is swollen, lying in the grass with his ribs and leg bone showing.  He was too weak to stand or walk.

Cleveland Animal Protective League's Jed Mignano is not investigating this case of animal abuse, but he says he's seen his share, and it continues to be a problem.

"Generally it's abandonment or some just really bad responsibility on the part of the owners who don't take care of the animals," says Mignano.

It's clear someone did not take care of the Pit Bull found recently, who's clinging onto life.  Mignano says if pet owners aren't up to being responsible for their pet there are others who can help before it's too late.

"Don't let it get to this point.  Make sure they contact somebody.  You can either contact your dog warden, your animal warden, your local humane society, so you can surrender the animal," said Mignano.

The dog who has not yet been named is being cared for at the Lorain Animal Clinic.  Investigators say if the pet owner is found he or she will be charged with animal abuse.
