Cops on restricted duty and under investigation for nearly two years

CLEVELAND, OH (WOIO) -

It happened New Years Day 2011. Edward Henderson led police on a long chase, then he says he was beaten and kicked for no reason. The case was captured on camera by a Cleveland Police helicopter.

The city filed charges. But the county prosecutor at the time dropped the case letting the U.S. Attorney's Office take up the matter.  Since then, the officers have been on restricted duty, Henderson has gone to prison, and the feds are still deciding if the officers should be punished or cleared. 

Attorney Dan Chaplin says a civil lawsuit is also moving forward while everyone waits for a decision on criminal charges.

City hall is waiting to see what the feds do before taking its own action against the officers or putting them back on the street. Meantime, they've been working in the police report center, the police radio room, and doing other jobs in the justice center.
