CLEVELAND, OH (WOIO) -
19 Action News has obtained emails showing the state prison system failed to get DNA samples from serial rape suspect Larry McGowan. Those samples could have tied him to a series of sex assaults years earlier.
We spoke exclusively with State Attorney General Mike Dewine. "I cannot explain why the prison system did not test him," stated Dewine.
19 Action News reported earlier this week that McGowan had been tied to four sex assaults in Cleveland between 1996-2010, and one case was a rape and murder.
He finally got connected with a DNA sample taken when he was charged with another sex assault recently in Summit County.
Cleveland Police spoke publicly about him for the first time Friday calling him a "predator."
We found McGowan had been in and out of prison. A sample was taken by the state system in 2003, but for some reason it was a bad sample.
The state attorney general says the prison system had three more chances to get DNA from McGowan and didn't.
Not even after the Attorney General's office included McGowan on a special list of inmates with no sample on file.
"This guy got through, and it's inexcusable.", said Dewine. He now plans meetings with the prisons to close the gap.
McGowan is currently being held in the Summit County Jail.
