CLEVELAND, OH (WOIO) -

On Tuesday, February 5th, the Attorney General made the full report from November's deadly chase involving Cleveland Police available to the public.

One picture from the investigation shows 58 bullet holes in the windshield and the report says the cone fractures of the holes indicate they were all fired from the exterior of the car inward.

Other pictures show 11 bullet holes along the driver's side of the vehicle, seven bullet holes on the passenger's side, three bullet holes on the rear window and trunk, and five bullet holes on the roof; all part of 137 shots which were all fired by police.

"All 13 officers who eventually shot their weapons that night told our investigators that they had heard radio transmissions saying that the passenger was brandishing a gun," said Mike DeWine.

43-year-old Timothy Russell was shot 23 times and 30-year-old Malissa Williams, the passenger, was shot 24 times, but no gun was ever found.

"Investigators searched the interior of the vehicle, access drive, parking lot and surrounding lawn areas of Heritage Middle School," DeWine continued.

He summed up the situation by saying, "Command failed, communication failed, the system failed."

Attorney General Mike DeWine did not make any determination of whether the officers' actions were legal or justified.

A grand jury will decide if criminal charges are warranted.
