CLEVELAND, OH (WOIO) -

A mother of three small children and her boyfriend have been arrested for child abuse.

Brandy Noble and her boyfriend Nico Castro have been charged with child endangering and felony assault after someone called social workers to check on conditions in their home.

Cleveland child abuse investigators found a 2-year-old and 8-month-old twin babies in the home with cuts and bruises, some were severe, according to court records.

The court records also state Noble an Castro did allow "abuse/or torture".

19 Action News found that Noble has a history with child welfare workers in Lorain County. That agency says it investigated cases in 2011 & 2012.

The agency wouldn't tell us what the cases involved, only that Noble went through programs for parenting.

Cuyahoga County social workers say Noble just moved to the Cleveland area, to a home near W. 46th St. and Storer Ave.

A report shows that Noble told police her boyfriend abused the babies, but the report also states Noble never called for help.

We have also been told that Noble is pregnant again.

Both Noble and Castro are in jail, and the children have been placed in foster care.
