CLEVELAND, OH (WOIO) -

We've found James Box has been on restricted duty for about a year. So next we had to ask what exactly does that mean?

We're asking what has this guy been doing?  A video from 2003 shows James Box throwing a 19 Action News mic in a rage.

Box works for the city's Community Relations Department.

Just hit with sex charges--accused of molesting two young women he met while doing community work with a private agency.  Box has been under investigation about a year and a City Hall email shows he's been on administrative or restricted duty since last April.

What's that mean? The city says he's either been working in the office or on the street and that he's always had a supervisor with him and he's only been helping convicted felons get new starts.

Box is a felon himself, convicted of sexual imposition and aggravated robbery. He's had rape charges dismissed twice.

He's made headlines trying to help a suspected drug dealer get out of jail and for throwing the mic after questions were asked about his record.

Box makes $46,000 a year and denies the new charges.

He's finally off restricted duty and is now suspended without pay as the new sex charges play out.
