Editorial: Where's Phase Two of Cleveland's Casino?

Next week the final Cleveland-area casino will open. The Rocksino, it's called in Northfield, will add another 2,300 video slot machines to the 3,200 already clanging away at the Horseshoe Casino downtown and the Racino at Thistledown. Some wonder if we are at the saturation point. We'll soon find out.

Regardless, downtown Cleveland was promised much more than a temporary casino at the old Higbee building. Dan Gilbert told voters that phase two would be a $700 million casino built on 16 acres behind Tower City.

Phase One opened in May 2012, with the promise of Phase Two in 2014. Well looking at my calendar, that's next year and there's barely been a peep.

It was Governor Kasich who would only allow Gilbert to open if he agreed to have concrete plans for Phase Two on the governor's desk in 2014. Now it is going to be interesting to see if Gilbert is held to that promise.
