Police charge driver after woman struck, killed by vehicle

Charlotte Mecklenburg Police officers said they charged the driver who hit a woman crossing North Tryon Street Thursday night.

51-year-old Margaret Rutledge died and police said her family in Florida is grief-stricken.

Police say Victor Alfonso-Manzano Mendez's attorney contacted CMPD around 11:30 a.m. on Saturday saying Mendez wanted to turn himself in.

Detectives met with the attorney and Mendez at police headquarters where Mendez confessed to being the driver of the white Chevrolet van that struck and killed Margaret Rutledge on Thursday.

CMPD officers said they responded to the 5500 block of North Tryon Street on Thursday after receiving a 911 call about a woman being hit in the middle of the street. 

Investigators said the white Chevrolet Express Van was driving northbound on N. Tryon Street in the left lane when it struck Margaret Rutledge on the median and kept going turning off on Old Concord Road.

Officers say Mendez was arrested and charged with Felony Hit and Run, No Operators License and was booked into the Mecklenburg County Arrest Processing Center.

Police said Rutledge moved to Charlotte from Florida three years ago. They said her sister in Florida is saddened to know her sister was killed by somebody and the person didn't even stop.

Thursday night visibility for drivers was poor it was pouring rain and dark. Police said the victim was not wearing bright clothing and didn't cross at a crosswalk. Officers asked that everybody be careful crossing busy roads and learn from this accident.

This is the second deadly hit and run over the past 30 days, and police want to avoid investigating another one.
