Man charged with sexual abuse of young girls at public library

An East Price Hill man is behind bars for multiple instances of abuse that occurred at a public library.

Police say 47-year-old William Allen entered the Delhi branch of the Hamilton County Public Library on February 20 and made contact with two girls, 11 and six years old.

According to police affidavits, Allen sexually assaulted both girls, telling one to not to inform anyone of what he was doing.

The 11-year-old reportedly told Allen to stop before leaving the library with the other girl. They then notified their guardians about the incident.

On February 19, one day before the incident with the young girls, police affidavits say Allen unlawfully restrained a disabled woman in the same library.

Allen allegedly followed the woman in to the restroom and began hugging and kissing her to prevent her from fleeing. The woman later disclosed the encounter to her caregiver, according to officials.

Police records indicate that in 2011 Allen was convicted for a sexual assault offense against the same woman. He served six months in prison for the crime.

Delhi Police on Saturday arrested Allen for the February incidents at the library. He is charged with two counts of Gross Sexual Imposition and one count of Unlawful Restraint.
