(Russia 24/CNN) - Edward Snowden, the former National Security Agency contractor hiding in Russia, told a reporter he wants to come back to the U.S., even if it means prison time.

Snowden said in an interview with Wired that he told the government he would volunteer for prison, as long as "it served the right purpose." He said the law should not be a "political weapon" or scare people away from standing up for their rights.

Snowden got into trouble when he leaked to the media several top-secret documents about government surveillance programs. The U.S. government said he stole 1.7 million documents.

He disputed that number, calling it "inflated." He also said he only acted as a whistleblower and not a spy for a foreign government.
